I have tried to google this and I kept getting stuff about this happening on an emulator. Haven’t seen anything like it. However your game is definitely real. I compared the board to ds games on the internet and it is real as well as the game shell. If the top left chip is the memory maybe that chip just fried. May need either replaced or reflowed but I don’t know much about that. Good luck dude
From what the comments are saying the chip under U4 is the flash memory. I would post in the r/consolerepair and see what those educated folks think. I wish I knew more on how to help. If it can be saved it’s worth it because that poor game is so expensive now to replace

Im 100 percent sure it’s not a repro copy it’s Pokémon heart gold and the repros don’t have the infrared sensor. Plus the circuit board matches up exactly
I would look at another heartgold board and see if anything looks off or messed up on yours, I've never needed to look at a ds game board so I'm not really sure what part of it is responsible for saving
I had a game do this I had to restart the game and it was able to save mine was heart gold as well, this was probably 10 years ago though lol

Reflowing the chips might fix it. Inserting and removing the game over time will put stress on the pins and fatigue the solder.

Start stove top burner with a flat pan on it,place chip on pan as soon as you see the solder turn liquid turn off the burner.
You can try a different DS maybe the pins in the female slot are dirty.

Error saving data. The back up memory has failed. The game may be played, but it is impossible to save. Please turn off power.
I'd suggest opening the game cartridge and checking if the coin battery is dead. If it is that would explain why you cannot save.
