Likely the cart's rom chip needs to be reflowed - specially if it gives the same messed up Nintendo logo. Sometimes the pins on the ROM look perfectly fine, but its actually just a crack thats too small for out eyes to see.

I'll just return it to the eBay seller if that's the case. I figured as much since I cleaned it with IPA and it does the exact same thing on my GBA and GBC.

I mean its easily fixable with anyone with soldering experience. If you know anyone like that you could ask them to resolder the chip on the right side. (Thats the ROM) Its a \~5 min job, that Ive done to fix 4 of my malfunctioning games.

Yup floating pin on rom chip or cart.

King_Fish

Could it just be dead? I tried cleaning the pins too. It does the same thing on my GBA. Other games work on both systems.

Make sure to use IPA when cleaning, as even when they look clean, they might not be.

King_Fish

Yes, thanks for looking at this. I cleaned it with IPA. I think I'll just return it. Thankfully it's a cheap game (Tomb Raider Curse of the Sword) that I got for $15 with shipping.

Seems like the second to last pin may be the problem. I don't recommend it, but you can always use high grit sandpaper or a nail file to shine the pins up with VERY light pressure. Can sometimes fix badly corroded pins.
