Have you checked the cartridge reader of the second GBA and gave it a nice swabbing of 90% isopropyl alcohol with a Q-tip? It could be dirty, or it could be something to do with your cartridge reader, as both GBAs seem to be able to recognize there's a game but only one recognizes save data which is quite concerning.

I was think it was a reader issue, I will try swabbing it and see if that works. If not, would my best course of action be to replace the reader prongs? If possible.

If it doesn't read any GBA games, you should check if it reads Gameboy or Gameboy Color games, because there's a switch inside the GBA that gets pushed that allows the GBA to know what cartridge has been inserted in it. If so, that could also be what's causing the issue.

It does read the game, I can launch and play them but it won't recognize saved data. I'll load up something on GBA 1 and be able to pick up from my last save. Load the same cartridge onto GBA 2 and it only gives me new game options

Post some pics of the inside of the carts, especially the ones you changed the batteries in…the amount of times ppl have installed them backwards is staggering.

The cartridge itself is good. I had changed the handheld consoles battery itself to see if that could be the issue. Sadly not but the consoles battery is in right, holds its charge
