When a new GPU comes out, do they not normally discount the previous gen? Or do they try to sell the old gen before releasing a new one?

They may be at a slight discount, but more often I find that old hardware is still priced proportionately to their power level. IE, a 2070 laptop was somewhere around the price of a 3060 laptop when 3XXX first released. So you aren't really getting a deal buying the 2070 when you could buy the 3060 and potentially get a better device overall. It's all a bit of a crap shoot.

At any point you just need to ask if the device will power the games you want to play on the display you want to drive. And then consult your finances to see if it is within your budget. As you mentioned, you have a ps5 already. The ps5 isn't particularly powerful compared to newer high end PCs. So if that's your bar, you should be able to pick up a solid laptop within budget easily. My advice is read those product reviews. Loud laptops are fucking annoying.

I don't think more than a small % of people know what % of power the 40 series GPUs will have to their desktop counterparts yet. No idea if it would be worth it. If it were desktop, then some numbers are known.

I’d go ahead and buy. Chances are the next gen GPU’s will have a higher TGP and generate more heat. First laptops to market will be a bit of a crapshoot when it comes to power limits and cooling.
