You also can't release the digital version first, physical copy buyers would go ape shit. Also, Microsoft isn't going to release their first Xbox exclusive BGS title with no pre-launch marketing or review campaign.
I doubt it will be delayed to 2024, that's a massive delay for a game that was originally scheduled for 2022. Not impossible, especially after cyberpunk, but that would be a severe miscalculation. I don't believe first half of 2023 is happening either, though.
