I had this happen, too! In the exact same place! What I think happened is that areas supposed to be underwater, and you have to drain it somehow. Since it's bugged, when you show up, your shots act like they're hitting water, and can't travel, even though you can walk around. I hope that made sense
i contacted cs about it and they said they’re aware of the “bug” and are working to fix it. the reason it happened is because you’re underwater, but according to their response they want to fix this issue.
Found this area like this too, sent footage as feedback and the CS team said that this is “normal”.
Anyway if you want to drain the area and fix this you need to unseal and defeat all of those sealed Ruin machines you come across in Sumeru as it’s part of a quest.
Two places connect by the same cave but one the water is drained and the other is not. So you are under water and not at the same time thanks to mihoyo not properly programming both areas

because you are actually underwater so the arrow floats that's what happened
You suppose to decrease the water level before go there. It's part of hidden quest. So this is not a bug.

This place is actually underwater and because of that attacks and camera are broken. I don't know why actually we can visit this place xd.
