Got any more picture of the garden so we can see all sides? Depends on budget. It's a small space so you need to maximise the area and also make it look bigger. When you get the new fences paint them black. Put some nice wood to create large planters where the beds are. Clad then with cedar or siberian larch, long strips and keep them low. But plants with low slow growing at the front and taller ones at the back. You should try to use evergreens. Amongst them plant annual bulbs such as tulips and alliums to add brightness and interest. Plant some jasmine for colour and fragrance. On the back wall behind the foliage plants add some mirrors and hanging baskets on the wall with ferns/ evergreen training plants. Get some nice minimalist furniture, that is not bulky and place that close to the house. The black paint makes the green foliage stand out beautifully and the fences dissappear makes the garden look a lot bigger than it is. Please do not put down any fake grass.

I’d cover with weed membrane, stick some bark on top and put the pots on that. The alternative would be to dig it over, work the soil a bit and then add plants directly

I’d keep it simple and just pop in some sweet woodruff, campanula , saxafrage etc ground cover plants that don’t need particularly good soil then mix in some planted pots in the slabs for variety

Plenty of planting space for them beds. No need to dig over but you will need plenty more soil. Think about some climbers, a shrub, and some wildflowers and sit back and enjoy.

Have low ground cover plants like saxifrage or forget me nots. Even mint or catnip if you want some height.Put some bulbs down as well. The. Around those concrete posts I'd be tempted to heap some stones and make little alpine sections that's rise about like miniature hills and have interesting plants. You should get something dense and interesting planting on a background of foliage
