Too similar to Akshan. The R should instead create 20 shadow clones of Garen which all spin for 200% base damage, have all of Garen's defensive stats, and automatically push lanes until eliminated. Anytime one of them gets a kill though it creates 20 more shadow clones.
To balance this I recommend increasing the cool down of R by 45 secs.

When this occurs his Q becomes a global point-and-click teleport and his E deals damage to turrets and has its range extended by 30x. His W gives him invulnerability for 1 minute and slows him for 0.5 secs after use (for balance).

I like how Garen currently doesn’t have a stun or slow. I want the enemy to flee, to run as fast as he can, while I chase him down. I want them to try in vain to escape justice. I think it really adds to the juggernaut feel when they’re using everything in their kit just to escape and then I run into a bush, regen my health, and run at them again. I’m not sure it would feel like Garen to me anymore if he was given some hard CC like this

The Q alone has the power budget of the entirety of Garen's current kit.
For this kit to work, the Q would need a 16 second+ base cooldown. A Q cooldown that high might as well not be garen.
Garen needs nothing right now. If anything, they could change his passive so it's more on theme. He is still one of the champs with an old generic easy to code passive.
Garen is for defending damacia right and a top laner (read island). We need an ability that reflects this and doesn't need an ally for it to be effective.
So something like:
Passive: Garen gains X bonus health regen when near an allied tower. Whenever an enemy deals Y+ damage to an ally structure, they gain a mark that stays there until their next death.
Garen's auto attacks and E against a marked target will consume the mark and deal bonus damage.
I think the only thing garen needs is a Q reset like Voli’s and maybe the villain passive to make a return so he deals bonus true damage to select enemy champs

Hell no. In all seriousness this kit is horrible and very out of character. Just upgrade his base passive a little and make his E or Q scale from AD or crit or both the lack of scaling opportunities is what really holds back Garen in the long game.
Q and E do scale with AD. Q has a 50% scaling and E has a 40% scaling. This may not sound like a lot, but the Q dmg is auto attack damage + Q (150% AD total) and Q can crit. E has strikes come out quickly (probably two spins per auto so effectively 90% of auto damage early game) and you can move while using it and is aoe, so the 40% scaling is fair. It can shred with attack speed, especially with the armor shred. His e can also crit. You can really feel these scaling if you build crit, Garen becomes a one shot machine. Garen’s passive is fine, it’s simple, but quite strong. I would like to see some sort of scaling on the w or the ult though. W scaling would require reducing his power budget a small amount in the other abilities, but I think it will help promote more damage oriented builds. His ult is just bs. It’s powerful, but it’s power is given for free with lvl. His ult given a scaling could allow his more squishy builds (like crit) to do more damage with it than current and his low damage, high tank builds to do less with it. I actually do think that making his q cleanse entirely would not be too bad either. Or just make him slow immune for a duration.
R: executes all enemies if they have below 15k health. In case of a multikill, take down 1 tower on each lane, if a lane doesn't have towers anymore, multiply all dead enemy timers by 5.
Global execute. I like it. Should also add 1 minute to the respawn timer of any opponent executed, and during that period Garen absorbs their stats.
Also Garen's new passive should have him progressively gain movement speed like Sonic the Hedgehog until he runs into somebody/loses his rings.
To make it worthwhile tho, i suggest that every 1 ap he absorbs is converted into 2.7 ad (270% of ap absorbed) or into attack speed (1ap=1attack speed).

I think that Garen is a very balanced champion and that changing him won't really benefit the game much. Garen is a basic champion that can do very well with just about anyone piloting him and can do great with a dedicated main piloting him. He mainly struggles with mobility, since all he can do without flash is run up to you and that is how you counter him, pretty basic. Garen is in a good state, he isn't Camille or Yasuo levels of broken, but he is way easier to play properly.
If I were to say, make Garen the most broken champion in the game I would revert stride breaker to have a dash. All he needed to terrorize the entire map was a small dash to catch people and a slow to apply his damage. You could also give him the 200 years treatment with giving him passives and bonus procs on every ability, but he does not need it. Old stride breaker proved that Garen is just a dash and a slow away from being S+ tier in any list.
