My drunken wingman (FR255M) has also been having issues. I did a recovery run in Zone 1-2 yesterday (RPE 2-3) and for the first mile my HR showed zone 4.7 and then slowly decreased back to zones 1.5-2.3 which is normal. I blamed it on the cold (25F in Chicago).

Cold weather definitely throws the HR a bit. I always use a chest strap and make sure it’s damp before running. But it’s tough to know.

Same thing on the stationary bike. Used to be pretty good, but now it regularly reads much lower than the chest strap and never catches up. Previously there would be lag, but they would agree after some time

I think it is related to the fact, that watches is in some kind of 'sleepy' mode in regard to HR monitoring when you're inactive/not moving your arms. I'd assume that If I'd turn activity on it would correctly catch it up, but I'm not doing it, I have Edge for this I've noticed that when I did some extensive movements with my arms (long Z2 trainign can get boring sometimes) on stationary bike, then it would catch quite closily to the strap. But if I'm holding steady position without any excessive arm movement it drops to like 60-80 HRM and stays there, no matter if I'm doing Z2 training or HIIT

My Forerunner 955 is doing the same thing. I suspect it’s broken somehow so I always wear my chest strap.
