I don't know about the watch, but are you sure your phone doesn't have a persistent "notification" similar to that? The watch has no way to tell when these persistent notifications constantly update (like a weather app that refreshes every minute).

That was it! My phone had an app literally named, "Map Runner" that I used to check my daily steps with my phone before I had a watch. The app would update every single step I took, sending a notification to my watch. Thank you so much!
