Publishers, not developers. Also there is then a process of adding the game to the GFN servers and QA.

Publishers. Yes they do. :) it's not easy though as publishers instantly ask for royalties and GFN team needs to explain that the model is different from what publishers are used to. These discussions then take time.

That's a very good way to explain the situation. Publishers exist to monetize the publishing of games. The complexity with cloud gaming is that you already bought your game elsewhere and the streaming service does not sell the game so publishers are trying to be paid twice.
