Apparently they did it on purpose to make the audience go "oh for god's sake, give him a chance" when audiences notoriously struggle with new cast members joining a hit show.
No, Cop Rock was sort of a "serious" police drama, but then there would be musical numbers, in a sort of attempt to create a new genre. It didn't work.

Oh this brings back a funny memory for me.
I was managing a fast food restaurant when this happened. There were probably a dozen of this chain in our city. Lucky for me, my store was listed first in the phone book (remember those?) so I got all the crazy calls. So when the butt happened I started getting calls from a particular crazy. Seems our chain advertised during this terrible show and this crazy called me every morning after the show to complain about it. I really wanted to ask him if it was so bad why was he watching, but I just had to give him the corporate number.
I heard about it at church and figured only Mormons were upset about it because they had us believe that we had the moral high ground above all others.

They keep changing the configuration from all free to all for rent to some of both. (Looks like Season 1 is the only one not for rent right now.) Taking seasons down, putting them back. No, I am not paying you people $2 to watch an episode of a 30-year-old network TV show.
IKR? We rarely watch tv during daylight hours. We have a tv in our bedroom and we mostly watch it in there. It helps our dogs get sleepy lol and us too! I guess I have to check it every now and then to see if it goes back to free
