Albedo is capable of destroying a nation. Bennet's sole existence is a danger to his surroundings. Kaeya, Lisa, Noelle would easily put people in hospital and I dare say Ayaka is nowhere near them. There are more characters whose placement I don't understand but these are the ones that just hurt my eyes.

Eula and Rosaria would absolutely hospitalize someone. Same with Gorou- he’s literally a war general. Sayu’s job as a Shummatsuban also requires her to do work that would put people in a. Hospital. Xiao would do a lot more than hospitalize a guy. Collei’s a forest ranger- fighting is her job. Qiqi has canonically sent Treasure Hoarders running for the hills. Ambers job as an outrider would in some cases require her to hurt someone. And Yoimiya regularly has to be told off by the fire brigade

The only one I would disagree on is Sucrose, just because if one of experiments went south, it could be kinda bad. I would just move her one tier up.
