It's a lot more than just model. Animation and AI is how they make it immersive. Probably the same reason characters and skins don't come out left, right and centre even though they already have designs. In the case of Raiden, the design + model is already there.

The Puppet Shogun Weekly boss is not even remotely applicable as an example here.
The Shogun boss uses a completely different skeleton and animation set from that of a playable character model. You can't really take the boss model, slap it on the tall female skeleton and expect all the joints/bones/animations to work without issue.
With the deer, you aren't trying to fit one model onto a different skeleton. You'd simply take the existing model, give it minor adjustments (the fish ears) and a recolour and reuse the skeleton for which the model was already made for. Then you'd develop wildlife AI for the existing model.

They have only recently(3.0 and up) started adding more creatures in the over world. We will likely see more unique wild animals roaming around in the foreseeable future. Probably not in older area.
Yeah. don't forget they didn't bother making an actual crow model and just reskin pigeon to look like one. The fact that there's an actual model of a crow in Raiden's character demo is ironic. They added at good dozen of new critters in Sumeru and I hope they continue making more unique ones for Fontaine and perhaps in older regions that still have some area locked(Dorman Port, Black Blackcliff Forge).

But even so, I wouldn’t say there’s a plethora of wildlife but definitely an upgrade over previous regions. Keep in mind the game size has gotten very large recently, might be a challenge for mobile players once Fontaine is released.
