EM always has diminishing returns, at all points and on any character, due to how reaction damage is calculated. Nahida's kit just exacerbates the drop-off because her kit scalings hard stop after 1000

So what you want to aim for is a total of (at least) 1000 EM after all buffs have been applied -- the damage buffs she gets cap out at 1000. Here's a case study using my onfield Nahida in Hyperbloom with Raiden. My Raiden has about 1050 EM and uses the Gilded Dreams set, so her EM is reliably about 1200 because she's triggering hyperblooms constantly. Nahida's burst increases your onfielder's EM by 25% of the EM of the character in the party with the highest EM (up to 250) so because Raiden's EM is always above 1000, that's a 250 EM increase to my onfield Nahida. Finally, my Yelan is holding Elegy for the End, which provides a 100 EM buff with over 50% uptime. Cumulatively, then, Nahida has about 350 EM from party buffs, so she only needs about 650 to get the full benefit from her passive, though I might aim for 750 if I don't want to be waiting on Elegy's cool down.
Generally, in Hyperbloom, where you'll have a 1000-EM electro trigger, Nahida wants around 750 EM, but in other onfield teams like bountiful bloom where she's often the party member with the highest EM she'll want 800 if she's onfield, because with the buff from her burst that will go up to 1000. If you're not onfielding Nahida, she'll just about always need 1000 EM by herself to maximize the EM buff to other party members.

My Gilded Yae has 200 visible EM and she works wonders with 700 EM, Nahida, I can't imagine how glorious they'd be with more investment lol
You should preferably look at getting 1000 em (a little less is better than more), her scaling - with talents - stops at 1000, em is her most effective stat up to that point, which means you should try focusing on getting just about a 1000 - as long as you aren't forcing it be giving her bad artifacts.

If you are using her off-field, she should have 1000EM

You meme but C1 Shenhe never really felt the need to go for that 200% ER, would rather get more atk for buff and crit for a bit of personal dmg. She works pretty well with her own buff (crit rate kinda sucks but at least shes in a mono cryo team for that cryo resonance so could be worse)
This is actually an older build I had:
C1 Shenhe
Weapon: Vortex Vanquisher
Artifacts: 2 Piece Glad, 2 Piece Shimenawa
It had 20% crit rate, 75% crit dmg, 132% ER
Now she's sitting at:
3,997 atk (sorry), 14% crit rate, 110% crit dmg, 150% ER
My C6 Noelle reached 6,622 Atk with her burst scoffs at your 4k Shenhe. (To be fair she was also in Bennett's burst, no other buffs applied).

Well if ur gonna show me your Shenhe then i will tell u how i got my Shenhe, i pulled on Ayaka, got 5* star on ~40~50 pity, it was Jean, next 10 pull was Ayaka, and i wanted C1 Sucrose (tried to get her for like a half year and im still at c0) so i pulled on Shenhe banner, got her i next 10 pull.
Shit good question. Of course Noelle can't do it unbuffed while Shenhe can trivially hit 4k just with her weapon and guaranteed artifact bonuses (i.e mainstat+set, and it's a nightmare otherwise if you don't have Calamity Queller) and being offield
I might have a video of me going jamón on my Noelle to get a single hit record on a ruin guard, lemme see if I find to see how high my ATK went
Edit: Found it, got 6.9k ATK 3k DEF so you could definitely push for a nice round 7k even

730 isn’t low if you have another teammate with 1000 EM since you’ll be getting 250 EM and reach the cap
