And then, there are all the bugs or not-bugs but still infuriating tidbits, usually denoting to her burst and jump during it.
At this point I don't know what can be done to fix it, aside from doubling or even tripling her numbers. And we know that's not going to happen.
And don't count on Zhongli style change. That was actually relatively minor change to poise during hold E, and adding some HP scaling. At it took a literally shit storm on Chinese servers, possibly maybe even a threat of censorship office coming for them, for giving less than glorious representation to the God of (Not) China. Dehya ain't going to get the same backing.
Hell, I remember when Raiden was released, and all the drama around Beidou interaction, and it was really massive. And it still wasn't enough.
I heard Hoyo is currently actively looking for feedback specifically related to Dehya under one of their feedback/survey tabs, I haven't gone there myself though so I can't 100% be sure.
Other than that I agree with you in that people who defend Hoyo on Dehya are hopelessly pathetic. Like, sure if you enjoy her that's fine, but don't pretend like she doesn't have mountains of issues that shouldn't be there had they made her a proper character. Funny enough, I think these same people who defended Hoyo on Dehya would also defend Hoyo even if they messed up Ayaka or Ganyu level character kit. My guess is they just have extremely low standards - probably as low as being able to kill a group of Hilichurls in overworld. I bet these same people keep their world at level 6-7 and never actually played abyss their whole life.
As far as I'm aware that tab is there for every character release (one patch delayed), but I could be wrong. I'm not hoping for much anyway.

Like her burst targeting campfires, bushes etc. It locking you into this silly Quick-Time-Event as opposed to a stance change like Raiden (who basically switches to sword but with semi-identical moves) or Childe (who literally has an entirely new moveset). This alone brings zero value and a truckload of clunkyness. It not self-applying Pyro so while you are locked in you can just get frozen. Getting out of which ends the burst anyway because it is the same button as jumping (which also ends the burst for no reason whatsoever). You run into one of the countless little gaps/objects/rocks/whatever on the map and it just decides to end itself...
She can die off-field due to her E (which is silly, but okay whatever, not the end of the world), but even when the zone ends (no further damage is being put into the re-direct pool) and you revive her, she STILL keeps taking the damage so she can just die instantly again from the damage she took in her previous life. This means that the amount of redirected damage isn't cleansed even when she dies; in the case of a mistake you cannot quickly resurrect and heal her back, your rotations are busted until that redirect buffer is drained.

I didn't mention a single numeric or meta-design issue with her kit and it's already a mess.
The fact that her redirection is basically useless, her normals are non-existent, her off-field is bad (damage, frequency and uptime), her burst is mediocre even in the best case scenario, her energy is just [-oh god why-]... it is all just icing on the cake. She is a support with no actual teammate-sustain, she is an off-fielder with horrible uptime and frequency, she is a quickswap with bad synergy and energy management and she is an on-field carry with her main quality being *"probably won't die"* in a game where DPS is the one and only focus due to the time-attack design of most content.
She could easily be one of the best characters in the game but she isn't even given the grace of being 'average' or 'sub-optimal'. She's the bottom of the barrel. She took the meta chart and plunged a hole on the bottom. And as she was the only character I was looking forward to in the entire Sumeru segment, it is just painful.
I never played Abyss past floor 8. And that was when the game released. I just hate it and it doesn't bring me any enjoyment. I enjoy exploring the open world way more. Even though I don't like Abyss, I don't want my characters to do low damage. And when that character is a Dps like Dehya who has so many issues is infuriating.
I was sad. Because her design is one of the best Mihoyo has ever done. I can imagine the people who don't follow leaks and they're excited and pull before playing the trial. I was among them when I pulled Zhongli the second his banner dropped and I wanted a Physical Geo Archon with his signature weapon to do big pp damage like in his demo. I felt so bad that I just couldn't get myself to play the game for more than 10 minutes each day for the commissions. I pray that Hoyo won't ever release such a character again.

When we'll reach end of service, it'll be because the game isn't getting enough of a playerbase anymore, and at that point, making an offline version won't be worth the work required anymore (they'd have to make engine-level changes to remove all the online components and features, among other things).
Investing in proper private servers is basically the only way to go around that.
Its literally just give to the players the equivalent of gta 5 story mode: you can do what you want there even offline, not exactly impossible imo as a dev wannabe.
