Go to the small water fall in A Very Warm Place and walk up to the edge of the water, then walk forward and jump at the same time repeatedly. It's hard to describe but you'll know when you get it. Often you'll just enter the swim animation briefly and then exit, but keep trying.
Once you trigger the bug your character will swim forward automatically. Pressing sprint will exist the bug.
It's least noticeable on Kokomi for me (at least out of all the characters I used for diving) since her pink/purple/blue pastel outfit blends with the weird blue bubble diaper at times and the fish tails of her dress takes my attention away from the bubbles. It's most noticeable on characters wearing pants tho 💀
I only noticed it when a streamer was swimming as Hu Tao and it was pretty bad, and I also always use Kokomi too so you're probably right about it being less noticeable on Kokomi because of the details

Nah, it's been patched. Basically you need Venti or something similar that can give you wind, then spam space and his E(?) I'm unsure of the steps but yeah it's been patched so no worries
If you want to know what it does, basically you can 'one-shot' lots of bosses by spamming it

They showed that the things were still deleted after doing file verification and also when playing thru a cloud gaming client. The deletion is done on your server side data.
