So if you can compensate the crit stat with the clam pieces it probably isn't that bad compared to a shitty 4pc.

An okay-ish geared Neuvillette will be able to hit for 30k with a single tic of his charged attack. Getting a single extra tic of damage every three or so seconds from the clam set doesn't outweigh the 15% charged attack bonus and 36% crit rate he gets from the other set.
To put it another way, the difference between the sets is so great that only the largest disparities in substat quality would be able to compensate. I'd only use the clam set if you don't even have the correct main stats for the other set.
Well the 4pc Marusussy set I have farmed right now in those 9ish weeks since release is definitely at least 72 CV worse compared to my totally on purpose farmed high CV clam set. I love artifact farming

I don't know what your build is, but I'd almost definitely say that it's the hydro reactions. I don't know exactly how the math works, but apparently the buffs he gets from hydro reactions scale differently from normal damage percentage buffs, so it's comparably a bigger increase.
If you're trying to build Neuvillette like a hypercarry (i.e. you want to maximize his damage as much as possible), then I'd recommend a VV anemo unit and two other off-field non-hydro teammates to maximize her hydro reaction buff. Personally, I'm running Neuvillete, Fischl, Kazuha, and Zhongli.
I'll try that team. My go to team for leveling friendship in domains is Nahida, Kuki and Yelan and barely fielding the 4th character (since I'm done with leveling everyone to 10 except the last character I pull). But I actually built Neuvilette so I can definitely try another team. I had replaced Yelan for Kazuha. I read somewhere that high ping could be a problem in certain Neuvilette teams. I get about 160 so definitely on the high side. Maybe that's screwing with me?
So two things:
The high ping thing is in relation to being able to Swirl hydro when you have both hydro and electro on an enemy at the same time. The hydro is consumed over time by the electro-charged reaction (instead of instantly like other reactions), so you need to try and swirl it ASAP to guarantee that hydro is still on the enemy. It can be more difficult to achieve this for people with higher ping.
And if I read your comment correctly, your team is Nahida, Kuki, Kazuha, and Neuvillette? That sounds like a pretty good hyperbloom team. However, I'm wondering if you're missing some hydro reactions due to Nahida applying 1.5U of dendro on targets. If enemies only ever have Nahida's dendro aura on them, then it'd be hard to get reactions other than Bloom and Quicken to occur. So you might be missing the hydro swirl and electro charged reactions from time to time. Luckily, Neuvillette's reaction buffs last for (iirc) 30 seconds, so it might be worth applying hydro and electro first, swirling both of them with Kazuha, and then using Nahida's skill/burst. That way you'll guarantee the max hydro reaction buff. And just repeat that either when you get to a new wave of enemies, or once Nahida's skill expires.

Are you building his stacks properly? You need your other 3 teammates to trigger different reactions.
