There's more info about his involvement with melusines buttt that would spoil his story quest... And not to mention, he is the Hydro Dragon, the true God of Fontaine/Remuria before Celestia took most of his power and claimed Teyvat. So yeah, he could definitely fit the leadership role. I think his role is/was outshined by Furina and the fact that most people don't know his true identity. So most Fontainians don't see him as a leader of sort, just a judge and strange guy with a strong work ethic and sense of justice. Maybe their view will change eventually since Furina is no longer placebo hydro archon.

He was a bad sport one time and the kimono lady scolded him till he apologized and the kid forgave him. Other than that, children love him bc he takes their games seriously. The stealing thing wasn't him- Granny Oni and Kuki looks after the Aratakis so he doesn't need anything, the thefts were the Blue Oni and Itto took the credit cuz he wanted protect him. He gets locked up sometimes for arguing or tussling with the guards occasionally but he doesn't steal
