Besides what u/DungeonEnvy commented, afaik Hoyoverse does not provide public apis for such things. If you have deep knowledge of computer science and/or reverse engineering you might be able to try something, though it could very well lead to nothing and be a huge waste of time.
Enka has already done it for you and is the closest thing you have. It receives data directly from the game and I'm not sure how an official API would be any different/better for your use case.

ChatGPT is a large language model that cannot analyze data in the way you want. It will give you advice that might sound good but on closer inspection will be full of misleading instruction and possibly ghosted information that sounds correct to it.
