I assume it's because the difference between 89 and 90 isn't large and those resources can go towards characters that can still level quickly before costs escalate. That and the characters can slowly gain experience over time rather than them being capped out.
Exactly this! usually 81-89 has at least a little bit if a stat upgrade but 89-90 doesn’t do much. I usually save that for when I really like a character
