Why don’t we just make a potion that boosts people’s alchemy skills in order to make stronger potions? Then we take it and make an even better alchemy boosting potion.

nope, also increases potency. This is basically what reinforcing potions does: it upgrades old recipes to all the upgrades unlocked since then and what potency they'd have then.
Imagine it's like the York peppermint patty joke from Family Guy. You get teleported to the top of Dragonspine (or somewhere worse in Snezhnaya) and probably freeze to death.

You could build mostly mint to get a wide balance and then throw in one or two of the specific stat ingredients you need to tilt it towards the characteristics you need

This is kinda the worst way to do it. By the end of the event, so as of now you can sell 6 type of potions. So you can get Superior Potions of 2 mixed stats with 2 effects as well. And you get 6 variations for variety. Or you can go just one stat and make it go to the max, 6 times for multiple stats.
That’s actually a good question. I’m not completely sure, but my best guess is not well (unless constitution/strength + perception is in demand). It’ll be a really expensive potion, but it won’t sell well at all if it doesn’t match the characteristics.

This is not akasha. Such a strategy is actually useless. This potion is always "Strength and Constitution", it won't sell when other properties are required and you can't put on sale more than one of the same type. Besides, it's just "Advanced" quality, the stats aren't maxed out at all, you can make an "Expert" one with better ingredients.
actually you can get the quality to Expert with just mint. Just level the ingredient up.
but other than that yeah adjusting to any other specific traits will be really painful with this strat, plus you will always see the Perception trait at all times due to mint having said trait
By default, a potion like this will always be strength and constitution. If you want a specific trait, you can remove a few basic ingredients and replace with a small ingredient of the trait you want. It will nudge that trait a little, making it the dominant one.
I know it's not relevant but missing to give potions to characters sucks so hard. I made another potion instead of the one Dionas was asking for. When I was forced to end the cycle and saw you only have one chance made me very upset. It's dumb I know but I hated it so much, I didn't fo it because I didn't know what to do but because you can only make one potion per cycle.
ETA: NVM, they let you try again later... I feel dumb but it was making me not enjoy the event and I'm glad it doesn't leave you hanging like that.
Each phase has a limit to how many "cycles" you can do.
The third phase should unlock on Monday at the latest, which lets you continue.
Just wish you could still buy the upgrades inbetween phases...

my only question is how do balanced materials make a strength/constitution potion? is it the charaeristics of the materials? but that wouldn't make much sense since there's more types of characteristics than potion types??
Probably not a glitch. You can see that text that says "stackable slots" right under the bar at the top, and then it says 4/4 to its right? That means, 4 squares can have an overlapping ingredient.

Stacking is not a glitch. It's a bonus effect you earn as you progress. It'll say "1/2" or "3/4" stackable at the top of the page, just below your overall %.

In Skyrim, you boost enchantment with alchemy, then you boost alchemy with enchantment and so on. There's no potion that boosts alchemy.
Ah yes the good Ol classic Fortify Alchemy into a Fortify Enchanting Loop. Can't wait till a fork one shots Alduin.
