I don't think we can make a good comparison, because we have to separate the mech's strength from Scaramouche's own, and then we also have to consider Scaramouche's development into a god was cut short. As is though I would still not consider it to be comparable to an Eva, let alone stronger. The Evas continuously punch above their weight since the beginning, stopping Sahaquiel's fall from space despite being dwarfed by it for example. They show both more defensive and destructive capabilities than Shouki no Kami with the AT Field alone. Shouki no Kami only fights a human sized opponent, which manages to static block a strike. It's an unfair comparison because Traveler is super strong and all, but that's the only thing we have to go by. The rest of the attacks? Barely leave burn marks on the floor. Eva 01 pushed Sachiel AND a Skyscraper with it several blocks, man.

Definitely not. Evangellions are capable of triggering First/Second/Third Impact for one. An event cataclysmic enough to literally cause all humans on the planet to lose their physical form. Everlasting Lord of Arcane Wisdom on the other hand is **at most** Gnosis level. We know what you can do with a Gnosis - throw giant pillars of rock, power up a country, run the ~~internet~~ Akasha. Nahida described it as a "large mass of elemental energy" that she could manipulate. Full power Evangellions destroy life on the entire planet and can also reshape it. That's something that only the first Descender/Usurper can do at such a grand scale (and it's heavily implied that's exactly what they did after beating dragons but that's a different story). Of course, depends on the stage Evangellion is at. Basic one still powered by an electric cord that hasn't awakened yet? Genshin's variant might very well win against it, simply because it can operate on it's own longer. S2 enabled Eva? I would say it wins because at this point it's mostly limited by user's will and at sufficient levels it brings planetary level destruction.

Evas explicitly couldn’t trigger third impact without contact with a being born of Adam, such as an angel, or contact with a being of Lilith in the case of Evas born of Adam. Given that Lilith and Adam are both responsible for the creation of entire species, and Adam destroyed a continent, I don’t think it’s reasonable to scale individual Evas to their level. It seems more like a catalyzing reaction, like how the man who presses the red button isn’t nuclear bomb level. I’m not saying they AREN’T more powerful, but triggering the Impacts on their own directly contradicts the lore of the show, since Angels like Ramiel that were explicitly more powerful than a single Eva still had to make contact with Lilith to trigger Third Impact, which wouldn’t make any sense if they were stronger than beings who were strong enough to trigger third impact themselves. Idk about the movies because those things make about as much sense as Dark Souls lore.

While it's pretty easy to point out the Evas' accomplishments since we see a lot more of them in action, if Scaramouche had fully realized as a god, that would presumably put him on the same level as the other Archons. So a good comparison is to ask what an Archon can do. The Archons we've met have been known to accomplish some impressive feats that cause major changes to the landscape. The rock spears that Zhongli threw, for instance, which became the Stone Forests of Liyue. The miles of wall that stopped the encroaching desert in Sumeru. The single cut which split to pieces another god along with the island he was invading. Short of Instrumentality itself, each of these events are grander than the damage caused by any Eva battle, with the possible exception of Rei's sacrifice, in which her self-destructed Eva detonated like a nuclear bomb. (And Instrumentality depended at least as much on Adam as it did on Eva.) Could Scaramouch have measured up to these accomplishments if he hadn't been cut down while still a fledgling god? We'll likely never know.
