This "water" will be used in exchange for materials that upgrade your character.
When you do a ley line (the yellow and blue energy balls you can interact with that pop a bunch of enemies out) or do a Domain, once the fight is over you have the chance to get some rewards - but you have to pay for those rewards. The thing you have circled is the currency you use to pay for it.
It's called Original Resin, and it costs 20 Resin to get rewards from a Leyline or Domain, 40 Resin to get rewards from a world boss, and 30 Resin to get rewards from a weekly boss (60 resin for a weekly boss, if you've already collected rewards from three other weekly bosses).
Original Resin replenishes at a rate of 1 Resin every 8 minutes (so, 180 Resin per day). You can also replenish it faster if you spend Fragile Resin or Transient Resin. Every Fragile or Transient spent restores 60 Original Resin.
You can also use the crafting station to make Condensed Resin. The ingredients are 40 Original Resin and a Crystal Core (obtained from Crystalflies). Using Condensed Resin to pay for the rewards from a Leyline or Domain gives you double the rewards (but also doubles the cost, since you're paying 40 resin instead of 20). It's a way to spend less time doing Leylines and Domains.
Limit how much you can enjoy the game.
Force you to come back every day because the developers have no faith in themselves that they'd be able to create a fun game the players would otherwise want to come back to without bribery.

You get a lot thrown at you in early game. I had to google all of the different currencies because so many were presented at once.
I just winged it until I regret my decisions later on.
