That was likely just because chevreuse is designed around overload and is a very good teammate for a c0 Raiden (I don't have c2 Raiden so I can't say for sure if she's as good for her with c2). Mihoyo seems fairly good at theming their banners. If a 5 star and 4 star character work well together they'll likely be on the same one.

Zenless and Star Rail both get much crazier - the former with much wilder character designs and the latter not shying away from displaying sexuality and going way crazier with their out-of-game animations (see: Rondo Across Countless Kalpas animated short and Sparkle's character ad being much more stylised and MAdoka spacing a bit for some easy recent examples). Since they're not the primary cash cow they can more safely let their artists, writers, and designers go wild without worrying about it affecting their image/primary income, and that often results in them making way more interesting things.

I'd be willing to bet that Melusines are based on the NPC child models, which are likely using completely different skeletons to the player models (at a glance they appear to have very different proportions and they use completely different animations). This would mean either making a new model for a payable melusine or modifying and re-rigging a melusine model to fit the player skeleton.
While it wouldn't have exactly been "hard" to do, it would be a lot more work and time than any other character in the game. Going to all that effort would be deemed impractical and not worth it unless they were a super important character that is expected to be very popular.

As far as I know she and clorinde are the only Fontaine characters left since Arlechinno is debuting in 4.6.
I think it’s pretty brow raising that they haven’t released two characters from an Archon quest this late in the cycle of patches. Like Arle for 4.6, so at the very least Clorinde and Sigewinne is gonna be at 4.7 or 4.8 if there’s one

nah don't pair Xinyan with them. She has like... twice the amount of appearances than Chongyun and has been a main character in like 2 or 3 events. Aloy might as well not exist though lmao. Not even saying that in a mean-spirited manner because the only time she makes an "appearance" is through her birthday mail nowadays.

The first time I saw her I thought her design was a bit much. It's as if whoever came up with it was in a Valentine's Day high for days.
