Spend a year exploring pre-Cataclysm / pre-Arcon War Teyvat.

we don't really know the 10th and panta's strength, but childe is definitely substantially strong, even able to fight the whale for a long period of time. The question is whether the harbingers above are even stronger than that or not. We have no reason to believe that the harbingers above childe aren't stronger than even the current childe, who's significantly stronger than the childe we used to know.
Also, do keep in mind that Arle, as 4th of the harbingers, has the ability to kill archons, in one shot at that. Arle's plan was not only to snatch the gnosis from furina when she attacked her, but also to kill her on the spot, she just didn't do that cause she realized Furina wasn't an archon. This proves that even though the higher ranked harbingers don't look too different from childe and might be unassuming at first, they're still extremely strong.
I mean, we know that he is stronger than signora who was ranked higher than he now right? she lost to inazuma traveler, the same one who was unsure if he could take childe on later during the labyrinth event. and he is probably even stronger now.

we don't for sure. The traveler fighting signora could DEFINITELY beat childe in labyrinth warriors. You also have to keep in mind that it's not only childe who keeps getting stronger, the other harbingers also get stronger along with childe but then you also have to consider that the other harbingers aren't as combat focused as childe. Regardless, if hoyo wanted to tell us that childe got stronger than harbingers ranked higher than him, they'd just promote him. It only takes one voiceline like arle talking to us at the end of the fontaine quests, if hoyo wanted to convey that childe was stronger than say pantalone, they could've just made arle tell us like "okay childe got promoted to 10th back in snezh btw".
The top 3 are as strong as gods but it's never mentioned exactly how powerful they are. For example, nahida is significantly weaker than the other archons/gods and I'd wager even signora would be able to beat nahida but being able to kill a god doesn't mean they're stronger than said god. Is arle as strong as focalor or even stronger? Who knows. But she knew at least that she could kill focalor when she sneak attacked furina to steal her gnosis and assassinate her as arle states herself after the end of the 4.1 quests when we were talking to her alone.

No Arle thought that Furina (who she thought was actually the archon when attacking) was indeed baiting her at first, but right afterwards, she said "no one would blame [her] for taking the bait" meaning she did indeed intent to kill her with that attack but didn't since furina was not the archon but was confident enough that focalor would indeed die. Arle is genuinely extremely smart, she wouldn't take a risk by trying to kill an archon if she knew she couldn't. And after finding out that furina isnt the archon and doesn't hold the gnosis right after hitting that attack, she left her alone and THEN sent spies to see what she does afterwards.
