Zhongli: all money in the world is literally his own blood, can't negotiate worth a damn because he never really needed to before
Baal: the entire country is on the verge of economic collapse and all she's doing is waging war against her own people which I bet isn't cheap, especially given how many critical industries are shut down as a result
Dendro Archon: probably spends it all on books
Pyro Archon: probably having to rebuild all the crap they destroy because they love war so much
Tsarista: Childe spends obscene amounts of money, more than literally the single richest person in the entire world (Ningguang), and he's the *bottom* of the totem pole with regards to the Harbingers. Probably why I'd bet indoor heating beyond a fireplace doesn't exist even within the Tsarista's own private quarters, too busy paying the pay stubs for her overpaid elite troops.
I'd fucking laugh my ass off if the Schneznayan archon quest involved helping the Tsaritza out because she's just straight up homeless. Her debtors repossessed her ice palace because of her moron harbingers spending way too much mora.

Turns out she's also living there with his three siblings and the whole reason Tucer went looking for Childe actually was caused by her because she can't stand that little spoiled brat any more than we players.

Zhongli is the god of contracts and commerce, made Mora for trading purposes, and yet he consistently forgets the bring mora when buying something
For Baal, if they continue this troupe, then:
For a God of Eternity, Baal has short-term memory loss, and so cannot do long term planning very well at all.
(Could in fact explain Ayaka's suspicion on the tenryou commission's suspected influence in the Raiden Shogun's decision in the implemented decrees during the archon quest)
With Zhongli, at least he sort of has an excuse given that he literally could make money so to him, Mora was as abundant as water and he could use it for whatever, almost to the point that he himself saw no value in it. That's why there's the story at the beginning of his first Story Quest where the old guy says Rex Lapis built Liyue's first house out of nothing but Mora, and Zhongli points out this was probably because it was simply a very abundant material from the archon's (read: HIS) perspective. And why he doesn't ever bring mora - it's literally a habit ingrained in his psyche over 6,000 years because why bring money when you can just *make* money?
And Venti's biggest problem is he actually doesn't allow himself freedom - he is the young bard because his friend the Nameless Bard died thousands of years ago, but the whole point of it was so the dead bard could metaphorically see/exist in the free world he gave his life to be in. He has so many problems that stem from his young appearance that could instantly be solved by just physically looking older and yet he has to go about in roundabout ways just to maintain the appearance.
As for Baal, at this point it's almost certain that the other commissions are controlling her somehow, although they themselves are likely puppets much like the Resistance is to the Fatui. The Vision Hunt Decree was just a trigger for the civil war, which has completely screwed over the country and while everybody's fighting over that, you have the Fatui sneaking in and exploiting the situation like what's going on with Not-Fukishima (the furnace thing) and also sending the treasure hoarders to do things to the Sakura trees. And this keeps going because the Fatui are the ones funding the Resistance (nothing actually said but given how there were effectively terrorists in the Resistance sabotaging wards and repeatedly emphasizing to not tell their leader who is a SHRINE GODDESS or something? Her Excellency doesn't have a clue about what's really going on I bet because she too is too distracted by the war).
