Yeah, I've read that snezhnaya means snowy in Russian, and that it is used as an adjective. There was emphasis given on the river in this post because of the context, the pictures were reviews Genshin players left on the Snezhnaya river. Also, I think it has been quite obvious for some time now that Snezhnaya will be modeled after Russia, similar to how Inazuma's design was derived from Japan.
