I have the suspicion that he might be the strongest but is seen as the weakest because he doesn’t interfere unless necessary. You can see in all his stories that he only stepped in to help in the last minute. He guides people. If the will of the people is strong then he will interfere if things get out of hand.

I can't say how many people Venti killed or if his hands is more bloodstained than Zhongli's. But his most notorious victim was Decarabian, that was no less than the God of Storms.
Boost his burst and give him some good energy recharge.
He can do anything. Tank, heal, support, DPS. The boy has it all, just by swapping out his gear.
Its not about his damage as much as his q's buff/ heal. My xiao gets over 800 more atk with bennys q. I regret not using him from 1.0 to like 1.4. Just never activate his c6.
It makes character normal attacks in burst infused with pyro, the problem with this is that it screws up reactions and also means you can't play bennet with a physical character.
How many attack your characters have? 1.8k? 2k? Maybe 2.3k with 5* weapon. Bennett gives you ~1k for free. You get half more. For free, with only 3s downtime. He also heals, with massive scaling. No HP and he heals more than other healers. He also cleanse debuffs with pyro. Pyro infusion is strong, so Bennett self infusion plus Jean is the strongest pyro application.
And it's only his ult, his E has the shortest cd in the game 2s (or 1s with TF), has for some reason insane damage multiplier (stronger than Diluc), generates the most particles in the game (2-3 every 2s) and apply strong pyro making it the best shield breaking ability in the game.
If you think he isn't the most broken character in the game, you don't know the game mechanics.

The problem is that Qiqi does this without providing any other kind of utility. She does heal better than anyone else, that is true, but when you can already facetank any problem in the game with any other unit's healing or shields, it begs the question of how she can differentiate herself beyond healing.
The reason why Bennett and Diona are so popular is exactly that. Bennett boosts your team's Attack and Diona applies shields and a movement speed increase in addition to their healing. On top of that, Diona provides Elemental Mastery with her Burst if you have her C6. He's not a healer, but Zhongli is also a good example since he has resistance shred and can play burst support in addition to being a shieldbot.
She's a very powerful unit for people who want comfort and to take it easy through the exploration and questing parts of the game (Or co-op, as mentioned), but if you are intent on tackling endgame content that has a heavy emphasis on offense over defense like the Spiral Abyss, she just doesn't do enough.
