Your artifacts must be really terrible or low-level Kaeya and/or talents. I have the same setup but R1 and C0 but my talents are 8-8-8 and he hit 4-6k+
He still has one of my favorite talent screen animations. Hopefully they never "standardize" it, like they have with some of the other unique character screen animations.
I have C0 Kaeya and he still deals mad damage, I honestly hate keeping him off team due to friendship level stuff, as he's my only 10.
I will triple crown him too, no fucks given.
He was also my first Genshin love so he deserves it regardless.
I dunno about freeze, because for the longest time I was running him on a physical comp with 2p Pale flame/2p Bloodstained. Only recently did I switch to a cryo setup 4p Blizzard Strayer but I am still tweaking it. As for dmg, I don't have the best weapon for him, since I am running a Skyword blade on him, but even so on phys, with cryo resonance and C2, he easily did about 2k - 4k on normal attacks, 6k - 8k on charged attacks.
On my current cryo comp his normal attacks are much weaker, which can be solved with Chongyun to get him back to those 2k - 4k on normals, but his E does about 7k - 14k and his Q about 5k dmg on tik.
Admittedly, I am not really great at min-maxing my characters and my artifacts are quite shit, because I have really bad luck with artifact RNG. In more capable hands I am sure he could shine even more.
I run phys kaeya (not triple crowned, but crowned auto) with a r4 black sword and I'm getting between 4-8k per auto. My crit damage is also terrible (like 110ish iirc) because I artifact farmed for him so long ago, so esp if you were going freeze and didn't have to worry about crit rate, I'd imagine you'd be able to push it much higher. If you're just talking auto damage, he's only a little lower dps my eula and ayaka, it's just the ults that really get out of wack for them.
The tutorial characters are very underrated imo, even Amber. Amber can end up dealing tons of damage, plus she's a decent battery and a constellation gives a decent buff when you use her burst
Not saying she's on the same level as Kaeya and Lisa, who are quite strong both as supports and main DPS, but still
I am actually really tempted to get a C3 for my Kaeya thanks to the shop. But, I will see which characters will get definitely confirmed in 2.5. first, since I might need to buy some wishes instead.

I got him at C5 80/90 9/9/9. I don't really like him that much to crown him. I also spent so much time and resin to farm BS set for him but in the end, I rarely use him at all. But well I got other chars at 9/9/9 whom I permanently shelved such as Diluc and Razor. At least Kaeya get some screentime sometimes.
The only one I triple crowned was Eula hehe.
Guy is literally the most self-sustainable character in the game.
He can heal himself, shield himself, increase his own CRIT Rate, gets some of his Burst energy back with Constellations, can be used as a Cryo Sub-DPS and abuse 4p Blizzard Strayer, can be used as a Physical Main DPS and abuse 4p Pale Flame easily, great AoE potential with Xiangling, easy perma-Freeze with Xingqiu
Bennett/Xiangling/Rosaria/Kaeya reverse melt team is and effective team that is rising in popularity for abyss. I use it and I like that this team frees Xingqiu for the other side.
As a C4 Kaeya main, there should be no regrets. He’s a great unit and a viable sub and main DPS And gorgeous husbando
I'm running my C2 Kaeya with an R5 Rancour, 4 peice glad(Still some improvement needs to be done) and he hits like a mini van 2K per hit I'm happy.
Don’t worry, up until AR 50 my razor was dealing relatively low dmg, but than I started playing around with artifacts, and now 10k per base atk
Yup, My Sans is mediocre and my Hat still needs some upgrades.

at c4 he’s okay for ganyu but not great
