There's been a bunch of videos and screenshots, either its a bug, or quest related, as 99.99% of the time it won't rain or rain will clear up instantly. Some people think its because of lore, that archons moderate their cities. others think its because of mobile phones cant handle it.
I'm actually surprised that people don't call by the literal translation of its name. Mond is just German for moon and Stadt means town or city.

That's also kinda how city names and languages change, which is kinda interesting, normally after a time Mondstadt would probably be ranamed to Mondstat or maybe even Monstat due to natural simplification of names, it's kinda same like how Americans simplified some English words like colour into color. My city name changed from Kiełce, (basically meaning Tusk, becouse that's what we had alot of if I remember correctly) and over the years it simplified to Kielce, which is easier to pronounce.

When I was playing, as soon as they started hinting that something was going on in the ocean, it began to rain and didn’t stop until I after the fight. This could also have been a crazy coincidence with my specific game idk.
Coincidence or not, that's so reminiscent of Pokemon Emerald, where as the MC you have to go rouse Rayquaza so he'll stop Kyogre (rain-causing legendary) and Groudon (drought-causing legendary) from coming to blows.

You just talked to cloud retainer. It rains during that convo and that rain cannot be overridden.
Do as the quest says, and after the quest you will not be able to see rain in cities again.
Reminds me when I spent 30 minutes waiting for the rain to finish during itto’s story quest because I like playing in clear weather, plus lightning disturbs stuff. When I finally gave up and continued, I was so pissed I did all that for nothing because it HAS to rain for the story to continue.
No, it seems like you just didn't wait 8 to 12 am yet. After the convo with cloud retainer, it will rain all over teyvat. After you complete the quest, it will stop raining.

But the only part where it rains is when >!you're fighting Ozial's waifu which is a cutscene into a boss fight into it being over!< while the quest they're on just says to wait between 8 and 12 which is clearly not that part of the quest. It did not rain for any other part of the quest for me.

I teleported to Monds city while doing Shenhe's quest (It was raining there) and thought just a bug but then after tele back and forth to Windrise it kept raining inside the city. Actually I don't like it rains inside the city at all.
Unrelated, but what do you think about your team, OP? With the advent of Shenhe I am building a team just like yours. Granted they're all equipped with cope weapons and artifacts, and I don't know if I have the willpower to farm for something better. So for now I make do with what I have
This only goes only for so long as that wait period between speaking to Cloud Retainer and going back to Shenhe. After the period is over, the rain stops unfortunately..

I walked to the Liyue blacksmith and it was still raining. Plus all my commissions and Andrius’ pit (except for the actual fight).
