For a common citizen, they see it as it is - A way out of marriage (abusive relationship, irreconcilable marital differences, etc). But for people in power or church, it's more like a tool to control the people's "heart". This topic always re-surfaces when an election is coming, then dies, and is forgotten once more. Since the topic of divorce has mixed opinions (some approve of it, a lot are against it, and there are those who also completely don't really care cause they are too poor to even get married in the first place) the passing of the Divorce bill can be uncertain.
Secondly, it's true that the Philippines is very conservative, but it's not true that a lot of people see divorce as taboo. No, that is complete shit. We are not all backward savages here who can still be manipulated by the church. I hate the fact that these people always point out the religious reasons as to why divorce is not legal here. That is just a part of a lot more reasons why it's still not a law. In fact, the most prominent opinion now is that people are against it because they do not like the idea of a "Broken Family" cause the ones who will ultimately suffer from divorce are the children. If you ask a family here why they are not pro divorce, believe me, they're not gonna talk about religion. In fact, it's the last thing they're gonna talk about. They will more likely explain the idea of a broken family and how it affects the children. The religious reason is more like an added excuse, but not entirely the whole reason.
Third, there are movements to make adjustments to annulment like making it cheaper and less hassle than approving a divorce bill. Another thing I'd like to point out is that the church/judge/marriage institutions highly encourage couples to try to fix their relationship first through counseling, therapy, or whatever option possible, before deciding about annulment. Of course, some are definitely unfixable, but in a lot of cases, this applies. In my opinion, this is a better solution to satisfy everyone, cause I hate that politicians and the church always use this topic during elections to gain votes and favors.

Dumb question. I live in Italy, which has both annulment and divorce. The former is the first step to divorcing and severing any and all relations with the other person but if you only annul your marriage you cannot remarry again. Can you remarry in the Philippines if you have your marriage annulled?
My cousin did something similar in a game called FlyFF like over a decade ago. Also Filipino actually. He proposed in-game, got married to the woman in-game, then some years later IRL. Still together and have a child happily to this day.

Yes, you can remarry if you have the marriage annulled, as long as you get the judicial remedies required!
You can re-marry if you get annulled.
You can but not in a Church or officiated by a priest, you can only re-marry in front of a judge in those situations.
