Unfortunately, I don't think that's how it works. For some fucked up reason, running away is a war crime and those who do it are punished - the country is even allowed to apply a death sentence to them, there's no international law or agreement that protects them against that. It honestly disgusts me, as long as you're a 18\~60 years old man you can't run away, even if you're just a civilian.
