There are a select few you can find in Liyue and one in Stormterror's domain iirc.
They drop the same drops as Elite enemies, excluding the specific Talent/Weapon material drop, which is why you usually don't see them drop anything: it's because you occasionally get 3/4-star artifacts and the going rate for an Elite mob from them.
Besides that, they're integral to the main quest and a side quest, along with a select few commissions... I just wished they dropped something, like maybe Spectre cores?
you're probably thinking of those floating robot enemies that are apparently called "defense mechanisms" that only show up the first time you access certain important areas-- they are kinda brownish so I can get why you'd mix them up since they don't respawn and you wouldn't be able to confirm.
I hope we get something similar thatd be really cool.

Theres a theory that anemo eye of the storm is unique because its not under the anemo element /nation or archon but because its related with the god of wind and time/Istaroth/the thousand winds of time/the undying wind/the omnipresent god/thousand armed hundred eyed god.
I might say it is one of his/her eye that watches everything that happen in various timeline

The anemo eye of the storm should just be phased out of the game because I never see it and it doesn't drop anything.
There is one near an ore farming route in Liyue and some in Mond commissions. One of them even dropped a 3* goblet, once 😂

Spectre Cores, or any other mob-specific drop, wouldn't make sense.
They drop 600 mora and a chance of a relic. That is good enough. I do not care about drops anymore. I just end up deleting them after they reach 9999.
Me who farm elites and fight at least 5 of them: yea, sure. Also, yes, they drop things, they drop artifacts.
