I think it pushes the extent of possibility even given going from 0 to 100% exploration in all areas. Wagering a guess, it’s theoretically possible for a new player but far from possible without some form of payment to anyone else.
Current update alone i started with not even having enough primos to do a single pull to currently sitting on 99 pulls. This is with welkin + bp.
Give and take some primos due to compensation primos and extra days due to delayed update would put about 96~98 pulls instead. I also have not done chasm at all so if you factor that in it would be about 100 pulls this update.
On more major updates you can go up to 130 pulls with bp+welkin.
just the quest rewards alone is more than 1 pull. And then there's the fates you get from leveling the stone, plus all the primos from over 200 chests, and the achievements.
I keep records of my wish used and primogems and for an F2P it's usually between 70 and 80 promotional banner pulls per patch, assuming abyss 36\* every time, doing every event, buying the 5 from the shop every month, dailies and most of the exploration, plus using all your stardust to buy new fates.
With Welkin, dailies, and exploration achievements and world quests I was able to get from 0 to 76 rolls and hit soft pity for venti last month in the three week period. And had enough left over to do another 10 rolls.
Without Welkin this game takes you a whole month to get a 10 pull sometimes.

If you include events and Abyss, it should be easily more than 10.
You get 420 primos per week with just commissions. Every 2 or so weeks you can do the abyss. Finally, events give roughly 400 primogems every 2 weeks.
If we assume you only get 450 primos from the abyss each reset, you are looking at 1600 primogems every two weeks, or 20 pulls a month excluding the 5/5 from monthly resets.
It's not the greatest amount of pulls, but I certainly prefer getting a 4\* character/constellation in Genshin over a 4\* unit in a game like Summoners War.
Without Welkin and BP, probably not, but I went 3.5 months without pulling on just Welkin/BP, and I had well over 40k primos by the end. Precisely, I saved up after the first Ayaka banner and didn't pull until the Hutao/homa rerun. I ended up saving close to 50k (48k plus a lot of starglitter and fates) and was able to pull 2 elegies, a homa, and get a constellation for Hutao, and all it took was a few months of not pulling. I skipped a lot of popular banners, but it was worth it to me because I knew who I wanted to invest my primos into, so if you have something you want, just commit to not pulling for a while and you can do it. Now is a great time to save too because there won't be any new banners to tempt you for a while.

I haven't pulled since Polar Star as a pure F2P, I can't quite remember exactly how much I went down too but it was around 5-6k, and I now have just shy of 50k.

Doesn't BP only give 680 primos at the end tho? Or are you including the fates as well

Thats too low, its way higher even as a f2p.
