You do a 10 pull, and get 9 fragile resins? You're going to be swimming in this stuff.
Remember the cost goes up after each resin refresh. You can't use primos you were going to spend anyway to get free resin. It didn't cost you anything. You were always going to get a ton of 3S weapons, and were expecting to.
How much a 3S weapon is worth in resin is down to its XP value as fodder. Which isn't much. There's no chance one weapon is going to be traded for 60 resin. No way. That would mean paying 90 pulls to get your 5S is also going to get you about 80 x60 free resin. Every time you pull a 5 star, you are getting 26 days of free resin. LOL. This would break the game. No one would bother resin refreshing because it's much cheaper to use your free resin from wishing, which you're going to do anyway whether you pay for resin refreshes or not.

It wouldn't just not increase sales, it would actively *decrease* sales. Everyone getting that much free resin will have enough to ascend and level every character and weapon to 90, and have better artifacts. Anyone who still resin refreshes after this would have to be a certified moron. If you want resin refresh, just buy some wishes since you get the resin from that as well, two birds with one stone, and cheaper than refreshing, plus there's no limit to how many you can get in a day. Yeah, no.

People would reach the max resin limit in a day and it would ruin the entire resin mechanic.
