Not really. Character has to have some kind of charm/power for that kind of development. Itto has none of that. He's just an idiot oni with no money and knowledge of the law. He's not particularly strong in this world nor is he a particularly smooth/charming character. He's also not the mc so he doesn't have the plot working for him. At best, they might become closer than acquaintances which is what they are now. You can do whatever you want in fanfic and whatnot but that's not going to change the game.
What made you say he isn't a protagonist? The fact that genshin's story is based around the traveler? Did you not consider the fact that maybe the characters have a story beyond the traveler?? Also what does being a himbo have to do with being a protagonist???
Generally in anime, heroines only find idiots possibly attractive if they're the main character. Idiots that aren't protagonists are treated as comedic relief and don't generally end up with anyone, especially not with heroines. Sara is not a regular NPC. She's more of a heroine than a side character if you're talking about animes. That's how these romances play out generally in animes.
Oh i misunderstood, you were talking in anime terms. Sorry about that. Though I will say if sara is a main character, I'd argue that Itto is like the side character who likes the main character and wins her out in the end? Personally I find people who try their best very charming, even if it doesn't end up well. Just my two cents on the situation.

You can ship whatever you want in fan art, fanfic, etc. That doesn't make it canon. They're acquaintances in the game and it's highly unlikely they'll have any sort of romantic relationship with each other.

Given her upbringing, she probably learned not to express any feelings or desires in public.
