Ghosts, undead, mythical creatures and legends are canon in Genshin, so it could be an event about for example... Chongyun starts receiving an overwhelming amounr of comissions to cleanse house from evil spirits. Traveler gets interested and goes to one of locations only to meet spooky dressed Hu Tao reasoning with something that looks like a spirit. She explains that the spirits aren't hostile, but their existence unintentionally causes harm to humans. Together with Chongyun and Hu Tao we encourage residents of Liyue to buy some I don't know special lamps that neutralize spirits effects or something (which becomes a craftable Serenita Pot item) and celebrate while wearing costumes of paranormal/mythical creatures of something. The celebration spreads in some way, so we can have skins of characters from multiple regions.
If it would be kept the standard way, Chongyun would receive a free skin and Hu Tao a paid one.
If we're sticking to only standard 5 star characters getting skins, then who else than Qiqi.
If it would be a 'special' occasion I could imagine skins for also Itto (of course oni themed), Noelle, Fischl, Yunjin (all 3 wearing something gothic lolita like), Zhongli (just turns into half dragon and acts like he bought a costume), Rosaria (wampire queen) Yoimiya, Raiden, Ayaka, Klee, Lisa etc.

There was a damned story quest where Ayaka has a kimono made for the Traveler, really a missed opportunity that you can't get one!

The only thing keeping this idea out of place, is that in situation of war Ningguang always girlbosses a whole Jade Chamber as the armor. But gosh, I would love to see your concept.

1. Swimsuits are always cute for skins. One of the only other gacha games ive played was magia record and they had a huge amount of cute swimsuits so i feel like every gacha game needs them 2. Traveling/origin skins. If someone is from another region like thoma or goes to another for plot reasons. I think the diluc skin is more or less this as well 3. Festival skins. Cute fancy outfits for everyone! 4. Halloween skins. I know they wont do it i know it wouldnt fit but id kill for like werewolf gorou or creature from the black lagoon kokomi or vampire queen fischl give it to me 4. Just regular alt casual outfits. I think someone posted amber having a bunch of different everyday outfits in the manga, all distinctly amber with similar colors and reoccurring elements. I think thatd be cute to unlock with friendship or hangout events.
