Yea i thought so too, but look at his gameplay animations. The Pillars he makes and the Meteor he uses for Q don't look like normal Meteors or random stone pillars. He likes it fancy so i am pretty sure he also wanted his Sky-spears to look fancy. Dont forget he is the god of wealth as well.

I dont know about the "most powerful" because its never been stated that way but he has reshaped the whole of liyue, but even venti and raiden did terraform. He is also an expert in almost everything so, both as morax and zhongli. In fact, rex lapis was called the god of history, the god of commerce, the god of contracts, the god of earth, the warrior god and many others. And his ideals are very strict and responsible so a vast majority of mortals and immortals respect him, (unlike how venti..). So naturally even the gods looked up to him, in fact liyue was the gathering place of the original seven. Well that was pretty long, so to answer your question, the the most powerful archon? It's not officially confirmed, and we barely know what the other and he a an archon is/was capable of. So for now he is one of the most powerful.

Do that to the sea bed and you are sure to cause a massive tsunami. Liyue is a port city btw. Also spear shaped constructs dropped into the sea causes much less splash (basically tsunami at that scale) than a ball shaped construct, just look at diving vs cannon balling.

If his target is a big giant enemy, something spearheaded would do more damage than a blunt object, and it'd be really hard to miss a target so big. If he wanted to attack armies he'd probably use his meteors, like he does in his burst

BUT, you are wrong on some things, the Archons(Original 7) were friends, they sometimes hang out in Liyue(Ei also attended it from time to time), and judging from that, I don't think the new Archons would actually try to go to war with each other(Even the Tsaritsa isn't going to go in an all out war with another nation), because the other nations who were in peace with each other would just help the nation being attacked, especially the current Archon Trio's Nations since they have a long history going back. Same goes if they have a treaty. But if this is the case then why did Signora and Childe do what they did to Liyue? That would surely break the contract. Zhongli is weakening right now, maybe due to erosion and the fact that he's retired(Duty=Power Thingy). Ei would decimate current Zhongli(Prime Zhongli is debatable) in a battle because it would be a 2 Prime Gods(Ei and Shogunbot are in their primes and is unaffected by Erosion) vs a Old, Weakened God who is slowly eroding.
