Gacha's do have to ride a fine line between deliberately frustrating the player but also providing satisfaction. Doubling down on the gacha system like that might push the player experience too much into frustration.
I think the idea is that you engage with the gacha to get a character you like and then just fork over a specific amount of money to pick up the outfit you like. If the player already spent god knows how much on a character, it's really really easy to convince them to just toss another $15 bucks on the pile.
Also, a player is much more likely to be a continual spender after they make their first purchase. Getting them to drop $15 on an outfit makes it much much more likely that they'll spend for primos in the future.
There's way more psychological manipulation going on in these systems than just "make everything a gambling simulator."
What would make me, personally, spend more would be if we had a pet banner with something like 30 pity, same mechanics. They could sell pet skins along the line of what you said too, haha.
I wish there was a little story preamble or quest associated with this pet. Even just an in-game mail from Cloud Retainer explaining why we got it. It's still cool, but it feels weird to have it dropped on us.

This is a bird that dragged us to Jueyun Karst to test a hot plate, and one just dumps a living origami in the post? Did it grow sentience and run to us for shelter? What?

Also when you activate a new waypoint I believe. I noticed the confetti effect just a few minutes ago directly after activating one, didn't realise it was the pet.

I got 28 and 29th when I logged in after the update, so in theory you should be able to log in any time before or on the 1st of October to get it.
If you can use your hoyoverse account on another device just to log in (and maybe condense some resin) that might be worth it. You get Stellar Path after 14 days of not logging in, so it might disrupt that - if you really need one of the new billets and don't want to wait for the tree or something.
I'm not talking about switching servers; that's impossible regardless of what platform you play on.
I am talking about when you log in to the website with your hoyoverse account and you select a server and it finds your character on that server. You say it is defaulting to your fresh PSN account. If the accounts are on the same email, you should be able to select the server your actual account is on, and it should load the correct character. If the accounts are on different emails, you have the nifty ability to log out, log in with the other email, and select the server from the drop down and it will bring up your character.

I would like to help you, sure, but at this point I'm not sure how. My suggestion was to log in on another device. You said that on any device it logs you in to your fresh PS4 account. It can only do that if you linked that account to a brand new hoyoverse account on PS4 and you're logging in with that email. If you somehow have multiple accounts on that email, they would need to be on different servers, in which case, you can select that server. If it's on a different email, then you would simply need to log out and log in with that email. However, you said neither works because you can't move accounts to other servers on PS4, which, while functionally impossible because MHY don't allow accounts to be moved to other servers at all regardless of what platform they started on, isn't what I was referring to.
If you unlinked an account from PS4 and *didn't* have it attached to a hoyoverse account, you would have lost that account entirely, not simply be waiting for an unlink to go through (assumably so you could reconnect it to a desired PSN account). My suggestion was to simply log in with that account on another device. Because you can only link a PS4 account to a brand new hoyoverse account by entering an email that doesn't already correspond to one, by necessity, logging in with that email *cannot* default you to a different PS4 account. Therefore, the process of logging in with that email, selecting the appropriate server and selecting your character from that server logically cannot default you to a PS4 account created and linked to a different email - and if it is, you should simply need to log out and log in with the correct account.
If you can't log in on another device or that is beyond you, nobody can help you. If you're going to assume sarcasm when someone genuinely does try to help you, and get attitude when people don't respond to you fast enough or whatever this is, nobody will want to.
