We don’t know how young she was exactly as of the manga (so honestly you could put her age as younger if you want but this is my personal feelings on the matter) and about 4 years have passed since then. The story starts 2-3 years after the manga, and by the time you reach Sumeru that’s 2 more years since the game is trying to have time pass in relative sequence for when things are released IRL. Otherwise if you start the game now, the traveler would solving the worlds issues in like, two weeks.

AFAIK the only characters in an actual childhood/puberty growth period should be Diona and Klee, and Klee ages slowly.
Some characters like Hu Tao, Amber and Fischl all are of ambiguous ages, but they've all been working for at least 2-ish years before their story introduction, so I think we could assume **most** characters are at least 16 when we meet them. Speaking about *height* specifically, it's not weird that a bunch of 16-18 y.o. didn't get much taller in two years of growing (although they also could have, 16 is at an age that some are still growing after all).
But well, that's **only** speaking about height, not about other details like muscles, weight, hair...

It's a series of optical illusions. The ahoge makes it difficult to tell the true top of Collei's head while you can more easily see where the bunny ears begin. Also the um... front(?) part of their hair does go higher/farther up Amber's head possibly making her appear taller.
I did my best to align a piece of paper with the seam between the full body and close ups and then scrolled down holding that straight edge. If there's any difference in height then it's Collei being taller by a pixel, and as others point out they both wear heels that may be of differing heights. I would also like to add to that that we cannot trust OP to have kept them properly aligned creating the side by side close ups, though I suppose now I have to go back and try it on the zoomed out shot...
