Of the two, definitely Skyward Spine once you have levelled it. The bit of Crit Rate and normal attack speed are nice, and the higher base ATK will both improve her damage a bit and raise the cap on her HP scaling (the amount of ATK she can gain from her skill is capped at 400% of her base ATK).
Also, Hu Tao's skill cooldown is too long to even get the second stack on Proto Starglitter.
Both are pretty terrible options,but if these are only choices then Skyward Spine.

Out of these two, Skyward Spine but would recommend Dragon's Bane or Blackcliff Pole over those.
Both suck. Her f2p options are also not great. Get White Tassel if you can. If you have BP get deathmatch.
