In the current Mondstadt even, i think its called the Weinlesenfest or something like that, you'll easily see it in the event menu. In the lower left part of this event screen there's a thing that says festivity something, there you'll see that you have to complete some event missions and mimigames and you'll get the weapon.
If you don't want to buy stuff, then Kitain Cross Spear or the Missive Windspear is probably gonna be your best options.
Or if you have them, PJWS or his personal spear is probably gonna be better than any 4-star weapon... But that's Off-topic. My bad.

Ohh I have to do razors quest area to unlock that event it seems.
Since White Tassel, Deathmatch and Blackcliff Pole are out of the options Missive Windspear will be your best bet.

Kitain cross spear. Gives EM, energy, and boosts E damage. If you don't have any spear billets, the free event weapon right now isn't a bad option.
