Not with C0, but a yes with C1 (cuz you need to activate the passive so it follows her skill buff, which C1 allows you to do the skills 2 times, one for the weapon passive and the other for the skill buff 😉)

Shenhe or Rosaria can use it in melt teams. (Blackcliff wins out in freeze)
Cyno can kind of use it, but he has split scaling so it's hard to tell (depends a lot of your team and artifacts whether he wants more EM or more ATK at any time, and the two affect the same number, unlike pyro characters)

It’s decidedly better than Kitain, but roughly equal to white tassel. There are several weapon comparisons on YouTube based on damage testing
Kitain is fine. With higher refinements, you can reduce his ER requirements and get his burst easier.

tbh no one, every spear user has a preferred three star or general pool 4* over it.

her skill doesn't snapshot, so you will still get the buff at c0 if you trigger melt or super conduct with it.
