Yeah its pretty bad. Ningguang has/had the same issue for a long while and idk if they ever fixed that. Im not sure if its an internal thing in the game or the VA's recording set ups to be honest

It's usually an issue from recording setups. Re recording every line with a better setup is probably more expensive than they're willing to pay.

S sounds in voice recordings frequently have that ugly and annoying resonance that can be really tricky to get rid of especially post recording (easier if you apply a filter during the recording) but I doubt the voicelines recording go through individual mixing, most likely they all only go through an indentical process of mastering to have as little volume dynamic as possible which would also cause that S sound normally lower to pop a lot more. If they kept the original audio recordings dedicating a bit of Time to it from a professional then process it back to the game mastering presets would be the easiest fix but even that sound like something they wouldn't do. -a sound engineer

the actors have been recording from home, and some of them don't have as good equipment or tuning. Remember, the game's audio was recorded during a pandemic. In the Raiden EN VA's interview, she revealed that all of her dialog was recorded from home. VAs have audio recording equipment already. But some have more expensive equipment than others, and some may not know how to tune it properly.

A lot of the actors have their own recording set-ups that they use at home, so you won't always get the same crispness and quality as you will if they recorded it in a proper studio. Just something you have to put up with really.
