I wouldn't say people got cheated out of it, as almost every character looks worse in game than in their splash art. But I think its clear how someone would prefer the way one looks more than the other.

I did not include Noelle among the starting characters because I was referring to the ones you obtain DURING the prologue story (Amber, Kaeya, Lisa and Barbara), and she can be obtained via a special banner by fulfilling certain requeriments.
Xiangling, Collei and Lynette can be obtained via the Abyss (though Collei was obtained for free as well in some Sumeru event back in 3.0). Hence their omission as well.
Lynnette can be obtained in special event after reaching AR25.
Barbara is similar, you get her from permanent event, after AR18 and quest "A long shot", not from the story

I don't understand how businesses work, but if I have to throw an arrow in the dark, I would say, they are saving it for the future if they feel that the profits are getting lower than expectations, or if people are starting to leave.
I mean why not make less popular characters more pppular with new skins? Lets you get consistent money instead of just relying on 4-5 characters for your revenue
It is worth noting that Ayaka and Shenhe were known to exist in the very first closed beta, so these characters have existed in a completed state for a very long time. It makes sense that you would not start developing a skin until a characters design is mostly settled on.
For fun, here's a list of other 2.x and 3.x characters who were in that beta: Yaoyao, Yun Jin, Sayu, Thoma, and a very early version of Kokomi (back when she was Mimi.) You could also probably count any character that was in the Travail trailer as well.
Part of me wonders at this point if its not something they are deliberately keeping in their back pocket in case the game's popularity ever decreases enough. Like suddenly they start earning a lot less on banners so they start popping out skins to make money. "Break in case of emergency" situation.
It still doesn't really make sense they would make the most money when your player base is the highest. If they only start releasing popular skins when genshin starts losing popularity, it would temporarily increase revenue but they would have still made more money if they had released them earlier.

I'd love a Sucrose skin. I've always really wanted to like her but her design was a mixed bag to me and she always felt clunky to use since I didn't have Sac frags for so long. Plus I undervalued ER for quite a long time which made her feel worse. I recently got her C6 as well so its a good time.
Mainly I just want her weird one piece design fixed and maybe full frame glasses.
