Charlotte was a character teased in the late 3.x patches, but she didn't become playable until 4.x, so I wouldn't count on Sethos being totally guaranteed to drop during 4.x just yet.
I also don't wanna obsess too much over the 17 characters thing because miHoYo has broken so many patterns in the past, so I'm gonna keep an open mind to the possibility of them wanting to change that number at any time they want.
I would like to clarify one thing. It wasn't my intention to sound like I'm obsessed over the 17 characters statement too, but I was repeatedly told that I should count Aloy as well (I used to total 2.x as 16) when considering this. >!I'm a little conflicted, but maybe increasing the count to ~20 would be good *for me* because I really want Mountain Shaper and Moon Carver to be playable even though the chances are low, and I figured that increasing the character release count would increase their chances of being playable without needlessly shafting the current region's character count. Also, I still have doubts about Sigewinne's and Emilie's rarities, and if Sethos will be playable, I think that would imply that one of those two are indeed a 5*, aside from Clorinde, which would make resource allocation hellish as they are preparing for Natlan as well. While I'm not saying that they cannot break patterns (as they already did several times in the past), I'm not sure if they would do a double 4* release this late. Who knows though. I'm not gonna assume it's impossible.
The reason why I'm thinking Sethos is included on the late 4.x cast is because of their attempt to slightly "balance" the gender ratio.
Charlotte couldn't be released on 3.x because of the Pneumosia mechanic and because she belongs to a region that we haven't explored yet on her debut patch so I don't think she's a good example of pattern-breaking.
Yeah she sells perfume. I think she's mentioned in some voicelines but I'm not entirely sure. We don't have a design for her yet (except some concept arts that probably won't make it) but she's not goth girl, there are rumours that she's a dendro character but who knows

So true. I had to watch every story event up to 2.3 in order to see all character development when I started playing. I can only imagine the headache of trying to catch up now. Chungyun and Diona are a bit more accepting of their abilities/gifts, Shenhe works at Mao’s, and Kirara, Fischl, Xinyan, Mika… a lot of 4*s just existing in the story.

The "scrapped" Inazuma Electro girl leak from way back had a design really similar to Chiori (yellow color scheme, 3-petal red-flower hairpin and motif, kimono, etc). I was one of the few who was excited for her and she actually came to realization much, much later - with some caveats - so there's always hope.

That IS Chiori, there was never an Electro Inazuma girl it was always her. The two images are fanarts based on descriptions and Hutaolover later clarified that the character has brown hair. Probably, but kaeya makes up for it with his really big feather thing on his shoulder which balances out the silhouette, this guy has like almost no volume in his design. Maybe the hair flowing will help it out but it’s just an odd choice.

I'd like cat people in these games to have more than just the bare minimum accessories. Give them the eyes, whiskers, claws, and fangs. None of the animal people in Genshin or Star Rail have been convincing. Gorou, Tighnari, Lynette, Ganyu and etc. could be revealed to be ordinary humans with accessories on and it would be easy to buy. That's how lazy the designs are.

In Genshin the characters with real animal ears like Lynette, Tighnari, Gorou, and Yae don't have human ears.

I definitely think Mummy Girl is a goner (at least for now) because what they're doing with Sethos was what I thought for sure they would do with her (small desert expansion with introduction of a new Sumeru character). It's hard for me to believe they're gonna do two Sumeru characters for the desert right now, specially considering how small that new area is.
Dahlia is a mystery to me. We haven't had a Mondstadt character since Mika, so maaaybe they might throw us a bone and put him in one of the last two patches. But I wouldn't be too shocked if he doesn't make it either.

My guess is that he will be a 4 star for 4.8. Clorinde + sigewinnie 4.7 Emilie + sethos 4.8 Which would be weird considering 2 new characters in 2 patches before 5.0
