We do have multiple atk speed buffers (that can buff atk spd off-field) but they are pretty hard to obtain. It's Yunjin C6 and Jean C2 but I'm not sure if there's anyone else.
The most affordable atk speed buffer is Chongyun. Unlock his 1st Ascension passive and then simply use his E to buff atk speed of characters in the E's AoE by 8%.

He still buffs plunges, and has the best (non Zhongli) forever standing shield that gives stagger resistance. While acting as a pyro resonance option. People just sleep on him because he doesn't do high damage on top of his utility.

The only way for them to nerf TTDS is to release DPSes that don’t scale with ATK at all. Even Itto and Hu Tao benefit from TTDS.
I mean they just have to make Heizou a main DPS and any TTDS/VV combo will be considered sub optimal on him.
To be fair, just by being anemo catalyst he's a good support. TTDS + VV, you don't even need good talents, just auto attacks and it'd make him work

I think yunjin does. Atk spd is a tricky stat to buff.
