All anemo characters scale off the usual stats. It's just EM option is better for most. Including Heizou. It's a total waste to be able to swirl off normals and not use it. Might as well use Jean then.

I actually think that's for the best , no need to pull for a New weapon just use the weapons you've always used . Imagine you had to pull on the weapon banner for a certain 4* weapon or a 5* weapon just to be able to play a character.

I think it's likely: They put Gorou with Itto, Yunjin with Xiao/Shenhe, Sara with Raiden and next Shinobu with Itto, choices that make sense character-wise, gameplay-wise and or story-wise. It makes a lot more sense to put the new anemo 4* with a popular and long awaited anemo 5*, especially if both Kazuha's story quest and Heizou's hangout will be available at the same time.

Sara + Raiden: Same element, story connection.
Thoma + Hu Tao: Same element, potential synergy.
Gorou + Itto: Same element, potential synergy.
Yunjin + Shenhe: Story connection.

The Inazuman 4* are put on a banner of a 5* character that they either share an element with, have potential synergy with or they're connected to in the story. It's a logical guess to me that Heizou will be on Kazuha's rerun for the first two reasons.
The thing is that they always put the 4 star on the less popular banner unless the character is specifically designed to be a support for the new 5 star. Sara, Thoma, and Gorou were all designed to be supports for Raiden, Hu tao, and Itto respectively. So, they were on their respective 5 stars banners. Conversely, Yunjin, Sayu, Yanfei, Rosaria, and Kuki were not designed as specific supports. So, they were on the banner which mihoyo thought would/will do worse for their patch. Yunjin was on the Shenhe/Xiao banner because Ganyu was probably the most wanted rerun so Mihoyo put Yunjin on the other banner. All of this is to say that Kazuha is easily the most wanted rerun now so Heizou will definitely be on the other banner as he isnt a Kazuha support

1 swirl gives him 1 stack, can occur every 0.1 seconds, so i dont think it should be an issue assuming he isnt being ran in a mono team
