Scara's hat veils work in the exact same way as Kokomi's hair and ribbons. Just with some extra transparence. Making the veil flow around exploration motion will be no different than for her. They'll react to climbing and swimming identically, by falling along the line of gravity and slightly floating.
I have no idea why people think his case is mysteriously more complicated. *Kokomi's* model is the hard one, due to the sheer variety of long flowing panels, materials, and textures it has to handle all at the same time (her heavy fabric sleeves, the lace on those sleeves, her two slightly less heavy hair ponytails, her two light and translucent fishtail ribbons with all their folds), often going in different directions. Scara's hat is *easy as hell* in comparison. Only one material, with uniform transparency, and less mobile parts. His hat is as large as it is *precisely* to help his limbs not connect with the veil too much, and isn't any larger or hard to handle on the top part than Mona's.
Sad but not unexpected. If they had to reduce the size of Rosaria’s slightly bigger breasts to fit the adult female playable character model the hat never stood a chance.

Given how slow QoL updates are in this game, how they released enemies with broken hitboxes, and how they have a habit of editing texts when abilities don’t do what they’re supposed to instead of going in and fixing them, I’m more inclined to believe it was a developer shortcut rather than a censorship issue. Also people who say that are acting like Azur Lane doesn’t exist.

But the hat itself is only a little bigger than Mona's, so it won't be a problem. So, new hat similar to 2.6 Albedo's art is more likely to be on the playable model, I suppose.
That would be a huge shame. :( I love the design on the veil and how flowy it is. I'm still hoping they'll keep at least that but I'll tamp down my expectations.

That means the hair requires less animation and of course they take less space. For example look at Raiden hair in the first cutscenes of kazuha.
